Where It All Began
The Marine Protected Area Support Network (MSN) emerged from national consultations held in 2000–2003 to develop the Philippine Marine Sanctuary Strategy.
These consultations highlighted the need for a multi-sectoral group to convene institutions, strengthen coordination, and support the long-term effectiveness of MPAs in the country.

A Network Takes Shape
In 2005, MSN was formally established through a Memorandum of Agreement signed by eight founding institutions.
Since then, the network has expanded through renewed commitments and the addition of member institutions, called MSN Partners—forming a coalition of 17 organizations working together to strengthen marine conservation in the Philippines.

Celebrating MPA Excellence
MSN’s core thrust is to ensure the achievement of marine conservation outcomes through strengthened and sustained MPA management, sharing of best practices, and knowledge-based advocacy.
One of MSN’s flagship programs is Para el MAR (MPA Awards & Recognition)—a biennial national incentive system launched in 2007 that recognizes exemplary MPAs and networks, establishes standards of practice, and celebrates achievements in coastal and marine governance.
What We Do
MSN supports MPAs through national programs, standards, & partnerships:
- Support resilient MPAs towards local, national, and global conservation goals
- Develop standards and indicators for evaluating MPA effectiveness
- Maintain knowledge systems including the Philippine MPA database
- Document and recognize best practices through Para el MAR
- Facilitate institutional arrangements to sustain management across scales
